The F-1 is for full-time academic study at a SEVP-certified school: get accepted, the school issues a Form I-20 through SEVIS, you pay the SEVIS fee, then apply for the visa itself (DS-160 plus an in-person interview). There's no points test — the deciding factor at interview is the consular officer's judgment on whether you have genuine 'non-immigrant intent,' meaning real, credible ties to your home country and a plausible reason to return after your studies.
