Spain's Entrepreneur Visa (under the 2022 Ley de Startups) has one non-negotiable gate: a favourable report from ENISA, Spain's public entrepreneurship-financing agency. Without it, the visa application simply doesn't move forward — there's no fixed capital minimum to clear instead. ENISA assesses your business plan against two statutory tests: is it genuinely innovative, and is it genuinely scalable. Approved companies also get a real tax incentive — a flat 15% corporate tax rate for the first 4 years, versus Spain's standard 25%.
