Romania is genuinely mid-reform in 2026 — this is more than a number update. The old system (a 90,000-permit annual national quota for 2026, shortage-occupation lists, salary at roughly double the national average) is being replaced by a new D/AM1 visa specifically for highly qualified professionals that isn't subject to quotas or a shortage list at all.
