A long-stay national visa (D/SD) for non-EU nationals accepted onto a full-time study programme at a state or accredited private Romanian institution. It's a two-layer process: a Ministry-of-Education Letter of Acceptance first, then the actual D-visa application at a Romanian mission, followed by a residence permit application after arrival. No points test — document- and funds-based. The real funds requirement is pegged to Romania's national minimum gross salary (a moving figure, not a fixed euro amount) — RON 4,050/month from January 2026, rising to RON 4,325/month from 1 July 2026.
Cost: A real, recent fee change is in effect — verify the current amount directly against mae.ro's own fee page before applying, since this has changed materially in 2026 and getting it wrong could mean showing up with the wrong amount.
