Norway's jobseeker permit lets qualified applicants come to Norway for up to one year to search for a skilled job, with no job offer required to apply. You need either at least 3 years of relevant vocational training, a university/university college degree, or equivalent special qualifications (broadly, at least 6 years of relevant work experience) — plus real, shown funds to support yourself, since Norway is expensive and UDI checks this closely.
