The Start-up permit has two real gates, not a fixed investment amount: your product or service must be genuinely innovative to the Dutch market, and an RVO-recognized facilitator (a Dutch mentor organization) must sign a formal agreement to guide you. There's no minimum capital requirement in the way people often assume — IND wants to see sufficient, sustainable funds to live on for the year, which can come from your own savings, your facilitator, or a third-party financier. It's a 1-year, non-renewable permit; the intended next step is transitioning to the points-tested Self-Employed permit once your business has real traction.
