This is the Netherlands' genuinely points-tested route for founders and freelancers: RVO scores your application across three 100-point categories — personal experience, business plan, and added value to the Dutch economy — and you need 90 of a possible 300 points to get a positive recommendation, which the IND then turns into approval. You can hit 90 either by scoring at least 30 in all three categories, or 45 each in personal experience and business plan (which automatically clears the third). Real approval rates are reported as low — around 10-15% — because RVO evaluates your Dutch entity's actual financial substance, not just your résumé or a foreign track record.
