A two-stage route, not a single visa application. First, your sponsoring Japanese institution applies on your behalf to a regional Immigration Services Agency office for a Certificate of Eligibility (COE) — this pre-certifies that you meet Japan's landing conditions for 'Student' residence status. Only once the COE is issued do you take it to a Japanese embassy/consulate to apply for the actual entry visa. There's no points test; it's document- and sponsorship-driven, with document consistency across every submitted paper repeatedly cited as the biggest cause of rejection.
