Unlike Italy's Self-Employment visa, the Startup Visa sits entirely outside the annual Decreto Flussi quota and click-day system — there's a dedicated annual sub-allocation (around 500 slots) reserved just for genuine innovative-startup founders, assessed by an independent Technical Committee on real innovation criteria rather than a first-come-first-served race. This route requires €50,000 in certified, liquid, immediately-available funds to found a new startup (or €100,000 to join an existing one) — money the applicant must show is actually available, not just pledged.
