The ICT Card is entirely employer-driven: it exists so a multinational company can move a manager, specialist, or trainee it already employs abroad into its own German entity, without that person having to find or negotiate a German job offer independently. There's no points test, no fixed salary floor like the EU Blue Card has, and no degree requirement in the usual sense — the whole case rests on the transfer itself being real, on your standing within the sending company, and on your pay matching what a German employee in an equivalent role would receive. A separate 'Mobile ICT Card' lets someone already holding an ICT permit from another EU country work in Germany too, without a fresh full application.
