Finland's Startup Permit is built around a two-step gate: Business Finland (the state innovation-funding agency, not the immigration authority) first issues a positive Eligibility Statement judging whether your team and business model have real international growth potential, and only then does Migri process the actual residence permit. Solo founders are a common rejection reason — Business Finland's own guidance expects a team of at least two founders with complementary, versatile expertise who together own at least 60% of the company, and the business idea has to compete internationally, not just work in the Finnish market.
