Since 1 March 2023, this route runs through the regional single-permit system: an approved research organisation (approved by Belgium's Federal Science Policy office, Belspo) signs a hosting agreement with you, then the hosting institution applies for a single permit on your behalf through the relevant region (Flanders, Wallonia, or Brussels). It's built around that formal hosting agreement — this isn't a route you can self-petition into without an approved institution behind you.
