This is one of the Red-White-Red Card's permanent-immigration categories — self-employed, not points-tested. There's no scoring grid; instead, Austria's public employment service (AMS) assesses whether your intended self-employed activity creates real macroeconomic benefit beyond just running your own business. You need to clear at least one of four alternative tests: a meaningful capital transfer, creating/securing jobs, transferring know-how or new technology, or having considerable significance for the whole region — a well-documented business plan is what ties these together for the AMS.
